After encountering a mysterious woman during a heist at the Pewter Museum, Team Rocket were given a bunch of rare fossil Pokémon as part of a deal to keep quiet. They were later given out to participating team members as "rewards" for their efforts.

Snotball doesn't feel like much of a reward. All the fossil Pokémon seem kind of off, but Snotball seems extra unfortunate. It seems like it's suffering no matter what Steve does. It's always wearing at least a scarf to try and make it feel a little better.
